It is manual. The latch that holds the fold up ramp doesnt fit the hole provided. I had to ream out the hole to make it latch. Other than that, its a fine ramp.

This is an excellent manual, exterior carrier.
60 inch ramp length is superior to the shorter versions of this carrier. Carrier folds up and down easily against the rear of the car. Folded, the carrier does not get in the way of my rear view while driving. Carrier supports wheelchair weight easily. Also is wide enough to roll chair on to ramp and carrier easily. Lots of holes to attach straps to hold chair in place. Very easy to install because I had my son-in-law do it (lol). Seriously, he had the carrier installed in about 15 minutes. Must be installed in a class 3 hitch. Red reflectors attached to rear of carrier is a plus. I purchased an RV locking hitch pin at Lowes so no one steals the carrier. I also use a BBQ cover to cover my wheelchair when driving in the rain.
Rust. The parts will rust quickly in rainy weather. I coat the parts with WD40 to prevent rust. If the carrier is dry then the wheelchair goes up the ramp easily. However, if the ramp is wet then my wheels slide and it is difficult to get up the ramp. I put some skid guard tape on the ramp so my wheels grip the surface. Now no problem loading when it rains.

Great addition to a disabled man's life.
Ease of use. Can easily be removed from vehicle should you not need it for long trips.
The lift is already getting rust spots even though we have only had it 3 weeks!
